A Queenstown owned and operated company Civil Construction Ltd has
been announced as the 2012 Category 1 winner of the prestigious Hirepool
Construction Awards for projects up to $500,000. The National award follows
hot on the heels of the company scooping the 2012 Category B Hynds
Construction Regional Award for the same project.
The Award was won for the 'Manassen Residence project' which involved site
works for a new residential property at Aspen Grove in Queenstown. Described
as 'An exceptional job on a very challenging site for what was to be a very large
house', the work undertaken was the catalyst for this elite Award which earned
Civil Construction Ltd a Gold Medal for excellence in a project.
Malcolm Abernathy, Executive Officer of the New Zealand Contractor's
Federation said that Civil Construction had overcome challenges including a
steep site, restricted access, challenging ground conditions, and environmental
considerations including noise and dust control.
Mr Abernathy also recognised that "the project demonstrated outstanding
technical and environmental planning and innovative approaches and solutions
that provided identifiable and long lasting benefits to the client".
"This Award is what we consider (in the Industry) as being the most prestigious
Award for those involved in the Industry," Mr Abernathy said.
"It is an Award the company decides to enter, choosing from projects they have
completed, and of which they are very proud. They are then judged by industry
peers against a set of extensive and comprehensive judging criteria with the
same judges involved across all entries and Paul Horrell and his team were
found to be right up there."
"This is an exciting award for a company which has only very recently changed
ownership and been given a fresh new look and approach, to have won."
"For people like Paul, when they win an Award like this, others within the
industry take notice and acknowledge they have the necessary skills."

Experience gained from over 35 years of operation is a crucial component to
Civil Construction ltd. Previously known as Horrell Contracting which began
operations in the Central Otago region in 1976 as a small family-operated
business, the company formally changed ownership at the end of 2011, with
former general manager Paul Horrell becoming the sole shareholder and
initiating its new name.
Paul Horrell says the new business has been geared up to cater to any size
project to the Otago construction industry by reorganising their resources
around five types of work:
Civil Works, Earthworks, Drainage, Roading and General Contracting
A further innovation of the company is their goal of working to become an
employer of choice. Paul Horrell said they had recently rolled out a new
performance management process which pays for performance,
which is quite a revolutionary idea in their industry, establishing staff on clear
career paths and letting them, and in-turn the business, reap significant
Having been the General Manager of the business for the past six years,

it was a natural progression for Paul to take over the operation
from former owner Kelvin Horrell.
